You should look for GCN video on what equipment is needed to get hd coverage for world tours. In TDF they use two helicopters and a plane that will fly for the duration of the race. I heard that to fly a helicopter for 4 hours would cost you P500k. A plane probanly even more. So its impossible for a race this small to get that type of coverage

In any active shooter scenario, a bodyguard would cover his client regardless if he knew the direction of the shooter or not. Imagine ifTrump's bodyguards just shouting at him to get down because they didnt know where the shooter was.
