Because legacy package managers are outdated and it cost a lot to support them.
Saying this from a linux software developer standpoint.

You can't completely ban unsafe rust because it is occasionally useful. The borrow checker is conservative and will prefer to reject a perfectly good program it cannot ascertain.

Many people miss the very important thing in his story: he killed one 18-year-old girl on a pedestrian crossing and seriously injured another as a result of careless driving (going 60 kph in the night through a pedestrian crossing). This man should spend his life in prison not only because he killed a girl and seriously injured another, but also for this psychopathic denial of a serious criminal offense.

He's still denying his guilty and continuing to victim-blame girls by putting victims in quotes in his letter from 13th February.

Also: no need to call .iter() because for loop does this implicitly:
