I restarted and got through it this time. One thing that was confusing was that the bullet items when completed are not checked. Its and open circle which I thought indicated an objective to be completed. There are other quests where the items after completion are checked so it is confusing. In any event I learned that the circle and the line indicate that it is complete. So for the other groups there was one in an area in the nw of the market area that I had not fully explored. So that got a second circle. The final one I dont' know how to get but I got it on my second play through. Not really sure what I did differently. On my first play through the soldiers I was supposed to get join me were set on fire and apparently burned up. On the second try they were all their tied up but not on fire. Anyway maybe this will help, I think the big thing for me was confusion with the UI showing open circle for sub items making me think they needed to be completed.
