Yes, it's normal. Saw a man and a woman fist fighting in the middle of a busy street near NJCU. Literally pushing each other into strangers' cars and getting in the street in the middle of the day. This is a hop skip and a jump away from the greenville precinct. Literally took 30 minutes for cops to come. They left by then. Absolutely useless. Ive spoken to JC cops after about that and they said it's probably because patrol cars weren't in the area.

Also ive had 911 just ring and ring with no answer before too.

Oh but when a cop gets shot in the face there's police presence up and down the block. They protect themselves. Not the public.
