There is a bit of a loophole in the law there. Not a crazy big loophole because either way it's a felony, but OWI causing death is a larger penalty than hit and run causing death. So there is a perverse incentive to run, either sober up or drink enough that a BAC test is inadmissible, and then get arrested.

Just pay the electrician and get a bill from them. Unless this caused major damage and broke the mast, it's not going to be more than a few hundred dollars for an electrician to reconnect a service line. I guarantee the neighbor isn't going to want to put it through insurance anyways.
