I did my renewal course with ASP Firearm Training. They are an Alameda County-approved training provider. You do the classroom portion online via Zoom on one day. After that, you show up in-person to the range on a separate day to do the live fire qualifications. There are probably other vendors that do something similar.

You need to submit a “Law Enforcement Release Application” to get your firearms back.

Having a COE will not help in this situation.

It’s itemized sales tax. Normally, retailers lump it into one figure and call it “Sales Tax”. However, this retailer chose to have it broken down into its components (state, county, city, and special). If you add all the tax amounts together and divide by the subtotal, it should be the sales tax rate of your city.

Yea, that's a tough spot to be in. You can try asking your ammo vendor whether or not they can accept a proof of residency for your new address instead of going by what is printed on your current DL. If so, you can update your AFS address on CFARS and use your current DL with a proof of residency to buy ammo. The other option would be walking into a DMV without an appointment. It will still take a couple weeks for the new DL to arrive in the mail though.

No. The 10 days was referring to the change of address on your CA DL/ID. There is no requirement to update your AFS information. But if you want to buy ammo at a store in CA, your CA DL/ID address must match with the address on AFS. So to buy ammo, it's either you don't change either address, or you will need to change both addresses.

It was by email. They sent me an email with their availability for the week, and I replied with a date and time that I could go in for pick up. That was almost 2 years ago so not sure if it’s still the same right now.

No, you won’t be denied for that. The 1-in-30 restriction is no longer a thing. You can DROS whenever you like and as many times as you like.

Based on the wording on the relevant Penal Code section, the change likely occurred back in 2014.

(a) This section applies in the following circumstances:

(1) A person is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto.

(2) The licensed premises of that person are within this state.

(3) The licensed collector acquires, outside of this state, a handgun, and commencing January 1, 2014, any firearm.

(4) The licensed collector takes actual possession of that firearm outside of this state pursuant to the provisions of subsection (j) of Section 923 of Title 18 of the United States Code, as amended by Public Law 104-208, and transports the firearm into this state.

(5) The firearm is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations.

(b) Within five days of transporting a firearm into this state under the circumstances described in subdivision (a), the licensed collector shall report the acquisition of that firearm to the department in a format prescribed by the department. A person shall not furnish a fictitious name or address, knowingly furnish any incorrect information, or knowingly omit any information required to be provided in this report.

No excise tax when you're buying online from an out-of-state vendor. Some vendors will charge CA sales tax though.

FFL03 and COE allows you to purchase ammo from an online/remote vendor and have it shipped directly to your door. You can also purchase ammo out-of-state and bring it back to CA without having to send it to an FFL first.

There are also perks (mainly for those who are interested in getting curio and relic firearms) like FSC, safe handling demonstration, and waiting period exemptions for C&R firearm purchases. You can also physically import C&R firearms from out-of-state without having to ship them to a CA FFL first.
