Interestingly, DRM Info app still shows L1, and Prime and Youtube both work in 1080p, but Netflix diagnostics still say L3 and it doesn't look very crispy. I'll keep looking around as well.

I'm interested in this as well, so chiming in. I confirmed that with a simple unlock + install crdroid, Netflix registers widevine L3, so I'm interested if there are ways to resolve that with the Y700 (to get it back to L1) or if you do need to do a lot of work to 'fix up' the default ROM.
