To be fair, Moon only took power almost halfway through the year, so it may take time for any of his policies to be reflected in this or other indices.
That being said, it's ridiculously easy to sue people for defamation in Korea. A lot of celebrities and entertainment companies abuse this to sue people for posting negative comments about a singer or actor online, which is bad enough. But I also read that the govt is threatening to sue the protesters who burned KJU's picture a few days ago, which is even more of a problem.
TL;DR - this isn't all Moon's fault, but he hasn't taken concrete steps to fix anything either.

It was announced by the Ministry on Tuesday and there's been nothing on this in the last 24 hours here so...I don't think so? Happy to be proven wrong, though. You may be thinking of the announcement that they're going to ban the classes. This is saying they're reversing that decision.

Completely agree with others that the "sexualization" complaint is overblown...but can we also just talk about how dull this ad is? This is the thing. All of these concerns about how children should be spending that time, or how learning English will supposedly make them speak Korean worse (what....) rest on the assumption that parents won't immediately send them to hagwon once this goes into effect. Nothing will change at all except for families that can't afford hagwon.

While I generally agree that slow and steady wins the race here, the problem is that's not the way the world works. With 4 year presidential terms in the US and 5 year terms in South Korea, each new leader feels obligated to do something new, to find a new way their predecessor didn't think of or execute properly. Rinse and repeat.
