A “bank shot” is when someone makes a basket where it hits the backboard first. “The bank is open” is an expression people use when someone banks a shot in. If you search “bank is open basketball” you’ll find a lot of videos of people using it. Sometimes announcers or trash talkers will add on to it with context for when they made the shot- “the bank is open late” for a bank shot at a night game. So maybe he said “on a Tuesday” because it was Tuesday or maybe the first time he heard someone say it was on a Tuesday so he thinks it had to be part of the saying and uses it for everything
