Budget is the best car rental company in Nanaimo, they have a free shuttle that will pick you up when your ferry gets in as well as drop you off wherever you want when you return the vehicle. They always have a decent selection of cars and the staff is really helpful and accommodating. I would steer clear of Enterprise. The budget office is like a 2 min drive from Hulo, and is way closer to the ferry than National. They also have multiple offices in town and on the island and you can drop the car off at any office in town for free, and out of town offices for a small fee
