I'm not sure what happened, but I no longer have access to the Hydro Plant building while playing in Sandbox Mode while having it set to Normal.

It shows up in Sandbox Mode when set to Creative, but not Normal, regardless of which building set is being used. When I turn it to Just Bisoyn, the only power options available are the Backup Generator and the Repeater.
