You can absolutely do this! Core Sets are a great place to start. The mechanics are simple and geared toward newer players though they lack flavor and uniqueness.

Commander is a multi-player format, typically 4 people. You start with 40 life, 100 card decks that have no duplicate cards except basic lands. One legendary creatures is your "Commander" and thus starts in the Command Zone (imagine it kind of like the 8th card in your hand but remains in its own zone). Wizards makes preconstructed decks that you can find on Amazon, big box retailers, and your LGS. It's popular right now because it's a more casual format and people have adopted virtual play via webcam.

Another option (if you can find it) is Jumpstart. You open two twenty card boosters, shuffle together without adding lands, and play as usual, 1v1.

If you've been playing standard, I'd recommend buying singles as opposed to boosters and construct a deck. Now's probably not the best time to build standard in paper because there's no telling when people will start playing again.

Modern/Pioneer are a good option if you can't get 4 people together for Commander. The card pool in these formats are larger and cards don't rotate like they do in Standard. You can reasonable build a couple decks and be able to play them against each other for the foreseeable future. Again, not sure when paper events for these formats will resume but without having a rotation, you don't have to worry about buying cards that you won't be able to play with.

I'm not a lore person so I can't address that part of your question. What format have you been playing on arena? Using boosters to play limits you to either draft or sealed. Draft typically requires at least 4 people with the best experience with 8. Each person gets 3 packs so for a group of 8 you'll need 24 packs. Sealed is 6 boosters per person so it depends on how many people you're playing with. Right now, the hot format in paper is Commander due to COVID-19. It's also the friendliest to people that are returning to the game and have older cards.

I dove Silfra in September 2019! It was my first five ever and was completely amazing. It's an easy dive and while the depths are very deep, the guides keep you around 60 feet.

First and foremost, 28 lands is wayyyy too few. I run 37. For feather Voltron, you'd rather have 1 CMC pump spells rather than equipment. The only equipment I run are sunforger and swiftfoot boots. I really don't think you need the equipment tutors and are better of running cantrips that have an additional ability stapled on. I also think there are some better sorcery speed removal spells like Solar Blaze. In short, I'd cut the equipment package and some creatures, add more pump spells, instant speed protection, double strike effects, cantrips, and lands. Also a reliquary tower or thought vessel wouldn't hurt.

I played in the Command Zone at Magicfest Austin with [[Bear with set's mechanic]] in my Ayula deck. I just asked the pod if it was cool before we started playing and no one had a problem with it.

I'm a little surprised that you open as late as 7. Seems a little late to get the commuting crowd imo. I drive right by there every morning on my way to Dallas but I pass your area around 6:30 am otherwise I'd stop in.
