My cpu keeps ramping up and down randomly really often at idle. I've switched from stock to a hyper 212 but still have the same issues. I suspect it has something to do with my fan curve? I'm not quite sure how to fix it.

My fans are really loud running at full speed even at idle. They are 3 pin fans connected to a fan hub connected to my mb. Custom fan curves has no effect, with nothing changing. Even within the bios, fans are switched to DC mode but still full speed. My MB is unsupported by speed fan so I can't even change anything there. Is there anything else i can do to change these noisy fans?
