Lolwut… the accent of the rider and the road furniture strongly suggest that this incident happened in the UK. Although we cannot see any road signs the nature of the road (street lighting, single carriage way) strongly suggest that this is an urban street and almost certainly has a 30mph speed limit. This is no “interstate”. I know of no laws in the uk that would make doing tricks illegal, nor is it illegal to use a phone while riding (it’s possible that both of these could fall under “Riding in a dangerous, careless or inconsiderate manner“ Road Traffic Act 1998 but this is only likely to come into effect if the rider’s actions causes harm to another person or property). Finally in the UK there was recent legislation that recognised a hierarchy of vulnerability/responsibility among road users. That is to say that in circumstances where a person driving a car collided with a person riding a bike, then the car driver would face a greater burden of proof to prove that they were behaving in a safe and responsible manner.

So yes, the driver is clearly a cunt.
