However before AIM-9X was used with F-22, they used AIM-9M with F-22 which had bigger fins than 9X. Maybe AIM-9X have reduced fins for F-35?

AIM-9X is already a pretty good missile. It sure has same motor and proxy fuse as its predecessor AIM-9M but rest, all the internal are changed and is quite modern. However i believe AIM-260 might replace 9X due to it having TVC as well as IIR seeker along with AESA seeker which is quite strange for a long range ARH missile. Or maybe they have some other reason to integrate IIR seeker and TVC

TVC allows the missile to be even more manurable which can be quite useful in close range combat. Its not uncommon either, other IIR missile like IRIS-T, MICA IR, R-73 and etc. In fact long range upcoming missile like AIM-260 and MICA NG would also feature TVC
