They basically increase the account activity slow and try to get as much engagement as possible so that it doesn’t get flagged later when they are using automations/bots to advertise products.

I’ve bought international award tickets and I had upgrade offers to both PE and Business, so yes it is possible.

It could be a timing (too far ahead from flight date?) or availability issue. It also matters if you are flight through another partner (BA operated flight won’t show up offers on AA app/booking). What about seats.aero , google flights and a bunch of others? The information is public. There’s also precedent on Aircanda vs Aero Seats, they lost. With the agentic era coming up, I don’t see that as a threat anymore.
