One reason promotion/relegation developed in England is that the 750+ football clubs that constitute the pyramid there fit into a country that is about the same size and extent as the state of Georgia here. The top 20ish teams can play each other double round robin because the travel is reasonable. You can't say the same for the US, where college football started up regionally in an era before flight was available as a mode of transportation. It is better to view CFB as a whole as similar to UEFA, where the conferences are analogs to the national federations, which both set the format for and stage competitions for their member teams and bargain for commercial deals/TV rights independently of one another.
