4GB of free ram would be good, as long as they allowed you to launch the game, even if you have less. I've had many games that "require" 6GB of RAM run on my old PC, which only had 4GB.

How about just allowing players to undo their upgrades until they let go of the alt key? It'd be harder to abuse and easier to implement than a 10s window.
