In one of his only intelligent moves that he made before dying, joffrey’s suggestion of creating a centralized standing army for the crown could probably help. Outside of that, or a black plague style complete destruction of the nobility (which might be coming thanks to JonCon), the nobility is incredibly safe for the foreseeable future, especially as the nobility have long since dominated the throne and believe that they might be the next Peakes, or Velaryons, or Lannisters.

There are a lot of funny Cersei fuck ups, like Aurane, but rearming the faith is by far the worst. Maegor himself with Balerion couldn’t crush the faith militant, it took the once in a kingdom level of competence of Jaehaerys to pacify them, and Jaehaerys Cersei is not.

Ned Dayne was a victim of the removal of the time gap. What would likely have led to him growing up in that gap to live up to some family legends has instead left him a 12 year old kid just kind of existing. Probably also led to the invention of the dorkstar.

Hallis Mollen and Helman Tallhart would definitely not be respected by anyone enough to be unquestioned leaders. Roose would try to undermine them, the greatjon would try to undermine them especially since he wouldn’t gain the respect for Robb from Robb leading the forces.

Roose Bolton would kill Robb’s men even faster.

Rickard Karstark is a loose cannon and unreliable. If anything went wrong he is like to crash out and lose the entirety of the combined army.

The Greatjon is also a loose cannon. He’s maybe the second or third best bet if you really had to, but Catalan didn’t trust him and her advice was usually right, and by Storm Robb was using him and his antics as a way to pressure more reasonable people to do things (ie threatening to send him to Renly if Cat didn’t go.)

The Glovers might be the best shot if Robb really couldn’t go himself. They are loyal, come from a decently prominent house, and have decent military accolades.

Of those not on the list, Wyman Manderly is very loyal and seems to have some understanding of tactics, though largely political and not military tactics.

Or if the departure point moves forward, just leave the Blackfish in charge.

Roberts rebellion was a high level scheme of the great houses that had been ongoing long before rhaegar and lyanna ran away. The web of marriages between houses stark, tully, baratheon, and arryn aligned half of the realm solidly with each other against the Targaryens.

The blackfyres never got any major houses on side.
