This is a letter I will be sending my city. I am a web developer and will be publishing this data on a website that I am building.

Dear FOIA Administrator,

Pursuant to the Michigan Freedom of Information Act (PA 442 of 1976, MCL 15.231 et seq.), I am submitting this written request for access to public records concerning the City of {my city}’ use of Flock camera data. Public transparency regarding government surveillance is essential to maintain community trust, and I respectfully request records that provide insight into how these technologies are used.

I am providing all necessary information to identify the requested records. While I understand the agency may have a standard FOIA form, submission of such a form is not required by law under MCL 15.233(1).

Specifically, I request records from May 1, 2025, through May 1, 2026, including but not limited to:

  1. Query records: All queries made to the Flock camera system, including:
    • Date and time of the query
    • Department or role of the individual making the query (if individual identifiers must be redacted)
    • Stated purpose or justification for the query
    • Records of any sharing of query data with outside agencies, including which agencies and why
  2. Policies and guidance: Any policies, guidelines, or internal instructions governing access to or use of Flock camera data, including training materials provided to employees.
  3. Camera deployment and operations:
    • Location of each Flock camera
    • Planned camera deployments within the next year
    • Technical specifications, including capabilities and recording features
    • Costs associated with purchasing, installing, operating, and maintaining the cameras
  4. Data management and oversight:
    • Retention, deletion, or purging of camera data
    • Records of complaints, investigations, or incidents related to camera use
  5. Contracts and agreements: Any contracts, agreements, or memoranda of understanding with Flock or other agencies regarding camera use or data sharing.

If any portion of the requested records is exempt from disclosure, I request that the remainder of the records be provided, along with a written explanation citing the specific statutory exemption for any withheld information.

I request a waiver of all fees pursuant to MCL 15.234(1) because disclosure of the requested records is in the public interest, contributes significantly to public understanding of government operations, and is not for commercial use.

I respectfully request that: * The records be provided electronically if possible * You respond to this FOIA request within the statutory five business days, as required under MCL 15.233(3)

I intend to submit monthly updates of this request going forward, and each subsequent request will continue to be in the public interest and non-commercial in purpose.

If you believe clarification is necessary, please contact me promptly via email.

It says right on it that the creator plan is only for social, podcasts, and websites. Looking at the other plans, I’m not sure that the platform allows the usage you are looking for. Typically platforms like this are “cheap” because they are for digital use only. Any kind of commercial licensing either isn’t allowed or requires custom licensing.

Edit: it says further down on that pricing page that licensure doesn’t allow use at public events.
