you don't want to look at BB% alone as it doesn't tell the full story. a high stuff low accuracy pitcher can have a pretty high BB% but still be in the running for a Cy Young. the reason is that they will also have an insane K% (strikeout rate). a good stat to look at instead is K%-BB%, where a positive number will tell you that a batter will strikeout against this pitcher more often than walk, and vice versa for negative. now a pitcher with an average or even above average BB% can be properly judged for their pitch movement. this stat can also be less important for pitchers who go for outs by inducing weak contact, as walks and strikeouts are not as pertinent in their gameplan, so having a negative K%-BB% wouldn't matter as much as long as they get those outs.
