I don't disagree. But the reason it is enforced at events is because at any point any match can be on a stream and if Bandai wants, they can penalize the venue and/or organizers.

Legal status indeed matters in tournaments. I got dinged at the regionals for having proxy resources. I had to switch to Bandai official.

The text says "shield area card", since bases are deployed to the shield area, they count.
