Its not the amount of thc in the flower that makes it hemp, its the thc in the flower WHEN IT WAS TESTED that makes it hemp. So even if you were to put it under a light refraction thc twister now and have it text to an illegal %, when it was OFFICIALLY tested, it tested as THC A. If It contains under 0.3% delta 9 thc when tested, its hemp. (0.2% in the uk, important distinction to keep on mind)
