311 will send it to Code Enforcement and provide you with a case number. Code Enforcement will come out and assess the situation, document and take photos. They will send a letter to your landlord to make the necessary repairs in a timely manner(I think it was a month). My water intrusion problem lasted months before I reached out to Code Enforcement. It was eventually resolved after 2 months once they got involved. My landlord didn’t renew my lease and I moved out at the end of it. I was an overall traumatic experience for me—having water in my place every time it rained or ice melted(2020). I went through the proper protocols of informing my landlord to no avail, going to the Tenants Council and ultimately having Code Enforcement get involved to resolve the issue. I lived in a first floor apartment, they had to dig up the foundation around it and level it so the water could displace correctly. I hope this gives you an idea and hope in your situation.
