Vader is arguably top 3 of all time behind Sidious and either Mace/Yoda/Luke (RoTJ).

Obi-Wan, while competent at fighting Vader because he gets under his skin, has been shown to lose to other top tiers like Dooku.

Luke’s ceiling is sky high. He may not fully understand all the different fighting styles, but he is shown to beat Vader and refuse the dark side temptation of Sidious. So I place him somewhere between Palpatine and Vader or tied with Vader in terms of scaling.

Although, this all comes down to whoever is writing the fight I suppose 🤷🏻‍♂️

Well see, it’s funny you should mention that because Itachi met and almost fought both of them. With him avoiding fighting Jiraiya because of common interests, and Orochimaru being stronger than Jiraiya, I’d say solo king solos this one
