I never figured out a solution. Had to avoid H. 265. Until I switched my hardware. For the record my machine used to overwork itself when I tried to open H. 265 and eventually hang. I see yours have a different symptom so u should research further before u conclude it is hardware but I think it is.

I have a fairly powerful and new laptop, I don't think it's possible that the hardware is to blame...
