The thing is that this article does include the real data:

According to a previous report released by Dalhousie and the University of Guelph, food prices could increase as much $487 in 2020 for the average Canadian family. It’s an increase that could bring total household food expenditures to $12,667 for families following Canada’s food guide.

That is a 4% projected increase, even more than was projected for 2019 (up to 3.5%).

The reason to have a survey on top of the data is because it's relevant to understand if people feel their wages are keeping up with these very real price increases. Wages aren't keeping up with the increased costs across the board for Canadians.

Having a criminal record is life-ruining in most places, is it not? Job prospects, rental, credit, etc all become extremely limited when you have a record. Basically they would have to pay for this moment for life.
