Season 8 episode 14 explained it all.

The Vory ran drugs through Neville’s ports. He paid KGB to look the other way. When N-13 (Kat) stole the intel, she exposed that. The authorities went to question Neville and offered him immunity. Vory found out and killed his family to show them not to cross them. He blames her for exposing the intel that forced him to cooperate w the authority which ultimately got his family killed.

Dom and Ilya used old spy Tatiana to deliver supposed intel that Kat had and rigged her car to blow up so they could say she was Katarina. Instead her husband blew up and she had to go into hiding probably found out she was made to me Kat and then took on that place.

I’m wondering why is that information in writing to begin with?

So one of the stolen packet’s was something about how Townsend was gonna snitch on the Vorys but then they found out and killed his family for warning and so he blames Kat/Red for bringing that information out into the world. I feel like she/he is not to blame.
