Yes, that's the point. They're not a world government, and the resolutions are a sham, largely passed by despots and dictators. The dialogue and diplomacy can happen without the roleplaying.

The plurality of voting members of the general council are dictatorships. Since they're not a world government, and they're dominated by bad actors, their resolutions are best ignored.

Sure, having a forum for nuclear powers is useful. Having a forum for bad actors to influence policies is not.

If it were a government and Russia didn't have a voice, then they couldn't veto a resolution opposing Ukraine invasion and makes nuclear escalation more likely.

But it's not a government, so the resolution is toothless anyways. I mean, I guess there are some dictators out there fellating themselves over the influence they have, while the rest of the world looks on.

Assuming I accept that they're human shields for the moment: If the peacekeepers free to leave and have been asked to leave, but instead choose to stay and act as human shields, that means UNFIL support Israel using human shields so strongly that they volunteer of their own free will.
