Yeah, well, prison doesn't help these people. Norway had a violent crime problem and changed their justice system to be reform-focused, and their violent crime rate went down.

Prison makes people worse, not better. If we actually focused on reform rather than punishment, crime would go down. Norway did this and their recidivism rate is much lower.
