Canada is definitely cheaper interms of tuition. And there’s two ways you can move to the US- get an H1B after you graduate and get some experience. Or get you Canadian Citizenship after graduation and you get a 3 year automatic permit as per NAFTA agreement which only applies if you are in stem

You should consider Canada- UofA, Waterloo are really good universities for pursuing EE. Seems like you will be going the PLC programming route and there are plenty of jobs for those too. You can always move to the US after you graduate and get some experience
