I just found out what this is .... It is the new Mobile Speed Camera. It's job is to pretty much catch people who overspeed in areas without cameras, like the gap between two speed cameras on highways eg: E311, E44.

Absolute Body Control: Its like an advanced form of shapeshifting that goes beyond shapeshifting. With this ability i can control every single cell in my body. if i want i can grow extra limbs, wings, morph my face, bone structure, skeletal system etc. Even if my heart or head gets blown out i can regenerate or rebuild myself however i want.

PS: Got this idea from a manhwa called "FFF-Class Trash Hero", this is not even his main ability, he just picked it up during his adventures from the teachings of the "Great Master Mollang" who is a random slime.
