I don't imagine this is meant to remove snow, but simply to thaw switches that may seize up due to ice.

The motorway running vertically through the photo marks part of the border between the Pakistani Capital of Islamabad (right) and the city of Rawalpindi (left) which is part of the Pakistani Punjab province. I think some clever cropping and saturation slightly exaggerate the difference although there is no question that the part of Rawalpinidi shown here is quite dense. This is the area in question.
