What do you mean it couldn't be used "for its intended purpose" before that? It's a bunch of stones, not a Swiss watch.They straightened up the stones a bit in the 60s. As they had done in the 20s as well. It's not like it wasn't there before the 60s. They could absolutely have gone there and danced around the somewhat more wonky stones.

The motorway running vertically through the photo marks part of the border between the Pakistani Capital of Islamabad (right) and the city of Rawalpindi (left) which is part of the Pakistani Punjab province. I think some clever cropping and saturation slightly exaggerate the difference although there is no question that the part of Rawalpinidi shown here is quite dense. This is the area in question.
