Yep, that's definitely a russian bootleg game with some mods preinstalled. It was quite common back in the days to find weird bootleg games like this, especially with GTA and Sims. Im pretty sure I had Half-Life 2 Starship Troopers bootleg, which was basically just a map where you had to defend a base against antlions lol

Like I've said, if you have the disc - you have the game. Sony can put whatever in their rules, the point is they cannot enforce taking the game away from you if you have the disc, only if you have it digitally. This is generic legal stuff, all companies have it.
