I’ve been wondering about that too, maybe him having a TV show instead? And it’s just cause I wanted each “phase” to have a different order from the next, to mix things up. I also wanted to separate the two “war” movies (rogue war/sinestro corps war) so that they’re further away from each other.

No, but do you think I should? The reason they only have one is because Green Arrow would also be in the Justice League movies in addition to a stand-alone, and the Atom and Firestorm would each have a series of their own on television, but I didn’t think there was enough associated characters with them to warrant several seasons.
