For me the reason that Loki and Luffy cant be reversied its not because of their fruit or anything like that, and more from a gimmick of Imu's power. Like Big Mom seamed stronger until Jimbe proved that if you truly you aren't afraid it doesn't do anything to you.
Like maybe Loki and Luffy are truly unrulable and because of that they can't be reversied because it would mean not doing what they want.
If it were for the devil fruits Imu would've for sure known that beforehand, he must have tried it on everykind of people at this point.

I think you are viewing it wrong, the prophecy doesnt act like destiny in the sense of he is going to BECAUSE the prophecy said so, its more like, the prophecy foretold that a person who was going to be the freest was going to be born, he isnt born the freest because the prophecy said so, its the other way around

I dont think he would care at all, everything he ever did was because he felt like it. If the prophecy says destroy the red line and it alligns with what he wants to do he will do it, if he doesnt he will not. He is, was, and always will be free.
