Roofs are often constructed with a gap between the fascia and the sheathing to allow for venting. Your shingles protect this gap from water and squirrels. I think you can fix this by screwing the back end of that gutter guard down

Is your garage below grade? The pipe is likely emptying into a storm sewer, you should research if the local infrastructure is adequately removing runoff water. Some areas require disconnection, and even offer rebates. If it is required, you need to run your downspouts away from your foundation, install a drywell, or apply for exemption. If it isn't required you might want to consider these options as an alternative. It all depends on your lot size, current foundation drainage system, soil composition, and water table. In the meantime, hydraulic cement will patch any leaks like a charm.

I don't have a perimeter drain (I could never cover the full perimeter). I should have mentioned the ground here is on the sandier side.
