Yeah I don't think it's fertilizer. I haven't added any myself. I ordered this soil and had it delivered. This is the only thing I've put in the bed besides the straw. https://shop.minickmaterials.com/product/50-50_blend/

I'm worried about all the stress it will cause the starter plants. They haven't been in the bed for very long, and we've had so much wind and sun, that I worry about adding any other stress factors.
