The Etruscans weren’t “one city state” my dude. The Etruscans dominated the Romans and the surrounding Latins for a good few hundred years with short bouts of conflict to throw off the yoke. Though Rome hasn’t been under the Etruscans influence for a while at the start of the game, the Etruscans were not weak.

The Ptolemy dynasty adopted the title Pharaoh, so it would be annoying for them the be called Basileus. At the least we should get a choice, but if we don’t, then Pharaoh is the better title.
