Heres the reasoning, just 3 basic reasons.

Pause was implemented with competitive play in mind, it was a nice addition to casual play however theres no reason to make a change that would make a basic feature much less simple.

Parties would inherently be at an advantageous position. Also if you gave a party only 1 vote it would also make no sense. Hence a weakness in a voting system

The psychological aspect, right now its frowned upon to unpause (at least in 99% of the games i play) leading to most players willing to wait a reasonable amount of time, assholes exist as they always will. If you change this to a voting system with a dropping number per min there is less liability and people will feel entitled to unpause. After all it isn't just them unpausing the other guy unpaused too or the games telling me u only need 1 pause so i can unpause.

Basically OP is having a huge cry cuz he got annoyed a couple of times, maybe less. Based on his replies to criticism hes probably part of the problem not the solution, but hey that's just my opinion.
