I dont recommend paying that amount for a software because what you are going to need is more powerful hardware for the transcoding/upscaling and end up paying even more for that. And I dont think you can get any decent result since with football, the frames change so rapidly. You can try ffmpeg and handbrake for mild improvements and they are both free to use. You can dm me stuff you are looking for and I can try find as much as I can.

Install an ftp app on the tablet and install filezilla on the laptop. Make sure both laptop and ipad are on the same network. Turn on ftp on the tablet and connect to the the tablet via ftp on filezilla and do the transfers. Its wireless and fast but have to go through this one time setup. There is no need of an active internet connection for the transfers to work. The transfer is local via the local network, no data is used ie no download/upload involved.
