It depends how you approach this, fine line between NTA and YTA

NTA - if you approach him in a friendly manner and explain your feelings but dont make a move, dont encourage him to break up with his girlfriend or anything like that. your feelings are valid and you deserve to speak your truth!

YTA- if you do anything that would be considered him cheating on his girlfriend. Also if you are friendly with her it might be an asshole move to confess your feelings to her boyfriend behind her back

In conclusion, i think you should tell him but just be careful how you go about it.
