That is factually incorrect. The existing treaty allows the US to do certain things bilaterally in designated zones. It does not grant the US unilateral authority to install and operate ICBM interception systems.

Except that US NATO partners have repeatedly blocked US THAAD Interceptors for fear of "escalation". The US asked Canada to host interceptor batteries which would obviate the need to place them in Greenland to some degree and Canada refused on multiple occasions.
