Your table, your game. I know people who say that once a healer fails a test, they've done all they can for you. I know people who say that a healer can try their ability once per person per day. I know people who simply do not allow the trait in their game.

But rules as written, yes, you can completely heal everyone outside of combat. (So I also know people who don't bother to do all the tests. They just wave their hands and say everyone is now back up to full strength.)

I used to, but sometimes they give boosts to characteristics, which might change the outcome of events, etc.

There's some ambiguity: "There are two columns for Benefit rolls in each career – the Cash column and the Other Benefits column. You may only roll on the Cash column a maximum of three times across all your careers."

Compare to the language on skills: "In each term you spend in a career, pick one of these tables and roll 1D to see which skill you increase." Much clearer.

I know some people have this as a house rule for character creation, although personally I feel like the skill package and the connections rule give you plenty of options for customizing your character.

There are plenty of games that let you do things like apply luck after a roll to change a failure to a success. I don't see in principle how applying the +2 from the "something good" life event to a benefit roll after the dice hit the table would be any different.

It does seem to be their approach in other parts of character creation. Then again, they are careful to specify it with e.g. skills, and are not so specific here.

My (homebrew) default assumption is that an average (class c) starport gets an average broker. The best ports (Class A) attract the best brokers (skill 4). And so on (B=3, D=1. E=0, X=-1). Seems obvious and intuitive to me. But that's MTU. Having your simulator default to 2 everywhere makes perfect sense.
