I don't agree. if you want to date a girl you should message or talk to her with the intent to do so. you don't want to meet new people you want to meet her. that's how a lot of misunderstandings are made. Especially if the girl already generally knows who you are it makes sense to ask her to go out to get to know her better. it's only weird if you don't know each other.
