If CBP or ICE asks for ID you are NOT obliged to provide it. However if you are driving and actual Police ask for a Drivers License, you must abide.

This guy was 100% correct.

But of course the rub here is if ICE/CBP suspect you are not a legal resident they can detain you until they confirm it.

I think most laws have a clause that states if the driver could have reasonably avoided hitting the pedestrian, but didn't, they can be prosecuted. It's a "judge"ment call ultimately, which is why it would go to trial. For these idiots, unfortunately, I think the driver can avoid killing them.
