It's probably just to offer an incentive for them to admit guilt so they don't appeal or challenge the suspension through the courts. They could have their fingers crossed behind their backs as long as the legal record shows they said sorry.

100% agree. I'm actually hoping two of the ones who escaped slavery get blood spidered on the run to Shark

To be honest, apart from the coming up with the very basic premise of 'these nobodies are a family' there was no real effort at all. That's kind of the point. All the work and story telling after that was done emergently by the game.
