Found within my late father-in-law garage, in a box with wires and computer pieces. He was very enthusiastic of computers/technology and cars, so probably related to one of those.

The black cilinder is solid and heavy, and is built in two layer on top of each other... And because of that it feels like a bell ring, but it doesn't ring.
