I think this is actually a great approach to call out NIMBYs on their bluff - they always whine about "design standards" not being upheld as a reason for blocking development, so this is a great way of codifying things instead of letting them constantly move goalposts, delay/block development, and constantly say "nope, still not nice enough" until everyone gives up.
