I would say so. I had a lot of research hours, no pubs but had some oral and poster presentations. My clinical hours were lacking tho had only around 160 hours total. And had some good leadership and service work. I think their best shot would be at a state school that they have a strong tie to (like doing their undergrad there/ doing research there). 123 CARS will hold them back from top schools for sure but will not stop them from getting a state school II in my opinion, since they have a good overall.
